The portion of the site east of Highway 1 contains the majority of developed land in the master plan, consisting of phases 1 through 6 and 9. The area accommodates six pedestrian-oriented neighbors and a town center. The neighborhoods will provide a mix of housing types as well as basic amenities within walking distance of the residents. The town center will provide the greatest concentration of commercial space and be higher density than the surrounding neighborhoods. Provisions for an additional golf course and numerous hotel sites are also included in the neighborhoods.
